Higher and Tertiary Education is also directly linked to the European membership of Cyprus since matters such as the recognition of academic qualifications and student and academic staff mobility are dominant among the issues handled by the DAAE

Higher and Tertiary Education is provided through a wide range of means and methods in public or in private institutions, through full-time, part-time, distance and other forms of attendance. EU intention to promote “Lifelong Learning” has extended the role of Higher and Tertiary Education and created new needs such as the creation of the Open University of Cyprus. At the same time, the state policy for the substantial increase of expenditure on research and the establishment of Cyprus as a regional educational and research centre, creates new prospects for the development of tertiary education and indicates that there are great possibilities for tertiary education to contribute to the economic development of the country.

Measures to promote Higher Education in Cyprus:
During the past twenty one years of the operation of the Department of Higher and Tertiary Education, a series of measures have been promoted which aim at the expansion of Higher Education and especially at University-level. The establishment and operation of the University of Cyprus in 1992. This measure contributed to the upgrading of tertiary education and laid the foundations for the involvement of the University in the social and economic life of Cyprus. The efforts continued and were intensified in the following years with the improvement of the graduate and postgraduate programmes of studies of the University of Cyprus as well as the establishment of another two state universities
The Open University of Cyprus
Cyprus University of Technology 
The creation of suitable institutional framework for the operation of Private Institutions of Tertiary Education (PITE). 

The establishment of the Council of Educational Evaluation-Accreditation, the competent authority responsible for the educational evaluation-accreditation of programmes of studies offered by PITE. The first programmes of studies were evaluated in January 2000, an event which proved to be a milestone for the development of PITE. The result of this evaluation was the institutions’ significant effort to improve their infrastructure, which contributed positively to the increase of the number of students both Cypriot and international attending these institutions. Approval of the Law which regulates the establishment and operation of Private Universities in June 2005 by the House of Representatives for further upgrading the private tertiary education

Admission:
Access to the programmes offered by public universities and HE institutions is granted via the leaving certificate from a secondary education school or equivalent qualification, and national entrance examinations. 
The PITE require a school leaving certificate awarded by a six-year secondary school and a good knowledge of the language of instruction. 

Applicants from outside the European Union:
Unless you come from a country, which is a member of the European Union, you will need entry clearance issued by a Cyprus Diplomatic Mission in the country of your nationality, or the country in which you are living, before travelling to Cyprus. 
You should check with the Cyprus Diplomatic Mission in your own country to find out which entry clearance you require and obtain it before you travel. Without the appropriate entry clearance, you may be refused entry into Cyprus.

Study in Sweden

Study in Finland

In Finland the national strategy is based on a desire to develop the country as an information society that educates its citizens to a high standard. In order to achieve this, Finland channels substantial investment into research and development. In addition, Finland has internationally recognized expertise in many areas, and its institutions of higher education have state-of-the-art facilities.

Plenty of choice:
Finnish universities and polytechnics offer over 400 international study programmes in different disciplines taught in English. 
In 2007, some 11 300 foreign students representing more than 100 nationalities were studying for a degree in Finland, and of them approximately 11 300 were enrolled in universities and polytechnics. In addition, approximately 8 400 other students come to Finland every year either on exchange programmes or independently.

Internationally compatible degrees:
In 2005, the degree structure of Finnish universities was amended to become more compatible internationally. All programmes are based on a joint European credit transfer system (ECTS), which facilitates international transparency and recognition of Finnish degrees at a global level.
As the network of Finnish universities and polytechnics covers the whole country, students can choose among very different study environments: there are large urban campuses and quieter, close-to-nature campuses. Thanks to the quality assurance system, the quality of universities’ infrastructures, student services, and teaching and research is high irrespective of location.

More than just studying:
Studying in Finland offers also an insight into the culture of Finland and the country's two official languages, Finnish and Swedish, all of which are unique in many ways. Universities:
Finnish universities have roots going back to the 17th century and today the country has one of the most comprehensive university networks in Europe. 
There are 20 universities in Finland: of these 10 are multi-faculty universities, 3 are universities of technology, 3 are schools of economics and business administration, and the remaining 4 are art academies. 
In addition, university-level education is provided at the National Defence University under the Ministry of Defence. The total university enrolment is currently over 176 000 students. 
All universities carry out research and confer doctorates. Each university has also a centre for continuing education.

Polytechnics:
The Finnish polytechnic system was built during the 1990’s to create a non-university sector of higher education. It was founded on the institutions, which previously provided post-secondary vocational education and which have been developed to form a nationwide network of regional institutions of higher education, i.e. polytechnics. 
Polytechnic education emphasises close contacts with business, industry and services, especially at the regional level. The degrees are designed to meet the changing requirements and development needs of the world of work, having a pronounced occupational emphasis, and qualifying graduates for various expert duties.
There are 26 polytechnics (=universities of applied sciences) operating under the Ministry of Education. Most polytechnics are multi-field and operate in several units. Finnish polytechnics have defined themselves as universities of applied sciences. Therefore the institutions have also named themselves as universities of applied sciences.
Currently there are over 133 000 students registered at polytechnics in Finland. Polytechnics undertake some research and development with an applied and practical emphasis.

Study in the UK

The UK has always welcomed students from all over the world. In 2003/2004, there were 96,845 students from the European Union (EU) and 203,210 students from outside of it in the UK at undergraduate and postgraduate level.
